Dear participants,

It's a great honour for me to welcome, on behalf of the Government of Senegal, for the first time on the African soil, the 13 th Forum of the United Nations Center for Trade Facilitation and Electronic Business (UN/CEFACT).

Our country has always based its development efforts on know-how and exchanges. It is therefore understandable to see the public authorities approve the holding of such a landmark event in Senegal .

At a time when most economies are undergoing major transformations due to crises that we thought were punctual but which appeared to be structural, it is now essential to reshape the basic practices of international trade. For our developing economies, all of which are bound to scale up their level of competitiveness and sustain social progress, efficiency in the processing of commercial transactions is not only an imperative, it is also an urgency.

Therefore, I do pay much head on the conclusions that your proceedings will yield in a near future and which will help significantly step up the development of trade in optimal conditions of profitability and security. The Government of Senegal, through its experts, backs your efforts towards the establishment of this platform of exchanges.

Furthermore, I wish that the Saly Forum become a successful event in terms of the quality of your stay. Senegal is renowned to be a country of hospitality and I am sure that you will experience the true expression of this reputation during your works.

Thus, I am hereby inviting you to participate in the forum and looking forward to meeting you at the opening ceremony that I pledge to chair personally.
